From correspondent Robert Laboucane in Vancouver comes a telling comment on Aboriginal attitudes: "Many aboriginal people I speak with don't believe they are part of the 'multicultural' mix in Canada. They are unique, with special circumstances that make them very different from other Canadians, new or otherwise. These folks also believe they are not 'stakeholders' but are 'rights holders' with greater authorities than others including provincial governments. [They believe] existing treaty law can supersede provincial laws and authorities and/or a mining act."
